Get the Incident Review for the specified Incident.
An Incident Review is a structured, post-resolution record of what happened during an Incident. Each Incident has at most one Incident Review.
Returns 404 if the Incident has no Incident Review.
Scoped OAuth requires: incident_reviews.read
